According to Vedomosti, the same tax benefits can be extended to the music industry as to the IT sector. This follows from the draft roadmap of the Ministry of Economic Development dated January 27, 2023, aimed at implementing a mechanism for managing systemic changes in the legal regulation of entrepreneurial activity. The purpose of the proposed innovations is to stimulate the production of domestic music content and support Russian authors and artists, the document states.
The draft roadmap has been sent for approval to the relevant bodies – the Ministry of Culture, the Ministry of Finance and the Ministry of Digital Development and Communications, it follows from the document. It also states that it is planned to submit the relevant draft law to the government in July 2023. It is proposed to create an institute of accreditation of music organizations under the authorized state body "in order to obtain tax benefits and benefits on insurance premiums," the document says.
An expert group "Intellectual Property" participated in the development of the roadmap, it follows from the text of the document. Nikita Danilov, a member of the group, CEO of the National Federation of the Music Industry, explained to Vedomosti that tax benefits are planned to be extended to authors, artists, labels, music publishers, concert organizations and distributors, but this list can be expanded.
Among the key proposals is the exemption of industry representatives from VAT for the realization of exclusive rights to musical works, the results of performing activities and phonograms, he said. Now they have a standard rate of 20%. Also, as Danilov says, it is proposed to reset the corporate income tax rate for the regional budget (now it is 17%) and keep it at 3% for the federal budget. The tariffs for insurance premiums for compulsory pension insurance are planned to be reduced from 22 to 6%, for social insurance in connection with temporary disability or maternity – from 2.9 to 1.5%, for compulsory medical insurance – from 5.1 to 0.1%, he adds.
To receive benefits, as Danilov explains, the organization will have to have state accreditation in the field of music and, accordingly, at least 70% of its income must be received from musical activities.
