The Ministry of Economic Development of the RF has developed a draft law on civil liability for persons initiating the blocking of intellectual property objects (content) on the Internet.
According to the text of the bill, a person who unlawfully initiated the termination of access to intellectual property objects on the Internet will be able to be brought to civil liability not only in the form of damages, but also compensation.
The draft law provides that the author or other copyright holder has the right to demand compensation from the person upon whose application the preliminary interim measures established by procedural legislation were taken and then the preliminary measures were canceled, or a court decision on the refusal of such a person to protect copyright and (or) related rights entered into force.
If the bill is adopted, there may be risks of collecting compensation from bona fide copyright holders.
