According to "Vedomosti", a new version of the anti-piracy memorandum was signed at the end of 2021.
The updated version of the memorandum eventually included a measure to remove repeat offenders' sites, Mikhail Demin, president of the Media Communications Union (MCU), told Vedomosti. If the number of links containing pirated content on one domain exceeds 100, it will be removed from search results.
During three years of the memorandum, according to the statistics of Media-Communication Union, more than 31 million links with pirated content were deleted from search results. At the same time, more than 100 links with illegal copies of TV series and films were submitted for 20% of domains included in the register.
Another measure in the "memorandum 2.0" is the counteraction against domain linking. This tool is actively used by pirates now and allows them after the removal of links to illegal content from search results to return to the same search positions from which they were removed by using linking pages.
Memorandum 2.0 also includes mechanisms to defend against the removal of legitimate sites from search results. Sanctions, in particular, are not planned to apply to legal sites, which include government websites, online media, social networks, video services included in the AVS register (audio-visual services) of Roskomnadzor, etc.
Another important innovation - the effect of the provisions of the "memorandum 2.0" is proposed to extend not only on audio-visual content, but also on other intellectual property, except photographs, according to the proposals of the working group. In particular, the memorandum will be offered to join the representatives of the book and music industry.
Maxim Ryabyko, a board member of the Association for Copyrights Protection on the Internet (represents the interests of such big Russian publishing houses as AST, Eksmo, Alpina, MIF, ABC-Attikus and others), and Nikita Danilov, General Director of the National Federation of Music Industry (unites Universal Music Russia, Warner Music Russia and Sony Music Entertainment), confirmed their participation in the discussion of the new version of the anti-piracy memorandum to "Vedomosti".
