The Commission for the Implementation of the Code of Ethics in the Field of Artificial Intelligence (AI) has developed a recommendation document designed to systematize ethical practices and summarize the approaches acceptable and recommended for use in the development and configuration of recommendation algorithms, as well as in the implementation and operation of the functionality of personalized recommendations in digital services. Recommendations are offered for voluntary execution by companies using recommendation systems in digital services. Recommendations on the use of recommendation technologies and algorithms based on AI have been prepared in development of the provisions of the Code of Ethics in the field of Artificial Intelligence. The document affects the work of recommendation algorithms used, among other things, in streaming services.
At the initiative of the NFMI, the document includes a section aimed at countering the manipulation of streaming (section "Anti-fraud and countering the manipulation of algorithms").
As follows from the document, if the algorithm of the recommendation system is vulnerable to actions artificially simulating high interest on the part of platform users, this may lead to an undesirable situation of getting into the recommendations of objects whose objective consumer properties (including the price/quality ratio) are obviously lower than others presented on the platform service. Such an imitation of the interest of the mass of users ("cheating") can be achieved, including automatically using specialized fraud systems, bots and even specialized AI-based systems. Unfair persons intentionally "wind up" viewing /listening to certain works in various technical ways, which affects the distribution of funds among sites and copyright holders.
Service owners are recommended to use an integrated approach, including the use of information security systems, monitoring and filtering of suspicious user actions committed from a single IP address or having signs of automatic generation, as well as other administrative measures aimed at demotivating counterparties and users to abuse. It is also recommended to respond to the appeals of persons whose rights and legitimate interests may have been violated during the manipulation of algorithms.
